NEW BUSINESS <br /> <br />8. Guest speaker City Attorney Jerry Goddard: Brown Act <br /> <br />Jerry Goddard, City Attorney stated he was born and raised in Redondo Beach and not only <br />attended Redondo Beach Union High School but taught there as well. He gave a presentation <br />on the Brown Act. The Brown Act is how the City conduct's itself in business according to the <br />State Law. <br /> <br />The City transacts its business in public. One thing America strives for is honesty in <br />government. <br /> <br />America has a dark side of corruption in politics. He stated the US is better at policing <br />something else you should remember if you want to bring something up at a meeting is to make <br />sure you always tell your staff liaison a week to ten days ahead of time. Have it put on the <br />agenda. There are some exceptions called Red Folder items. You must plan out your agenda <br />and make sure all your business is done in pubic. <br /> <br />A good meeting for a City Attorney is where he says 25 words or less during the meeting. <br /> <br />Commissioner Bostrom asked if you can change an item from informational to action. <br /> <br />Jerry Goddard stated no that the only exception would be if it is urgent to the City. <br /> <br />A copy of the Brown Act was passed out to all Commissioners. <br /> <br />9. PowerPoint presentation: Redondo Beach Youth Commission <br /> <br />Neda Ghaneian, Assistant Staff Liaison gave a PowerPoint presentation on the Youth <br />Commission which included the Mission Statement. <br /> <br />The purpose of the Youth Commission is to promote the youth of Redondo Beach by providing <br />comprehensive programs and events that meet the interest and needs of the youth. <br /> <br />10. Recommendation to adjourn meeting and reconvene to a Youth Commission retreat at <br />Wilderness Park, Saturday, August 7 from 8:30-1:00 p.m. <br /> <br />Motion by Commissioner Bostrom, seconded by Commissioner Lawrence, to adjourn tonights <br />meeting and reconvene to a Youth Commission retreat at Wilderness Park, Saturday, August 7 <br />from 8:30-1:00 p.m. <br /> <br />EXCLUDED CONSENT CALENDAR <br /> <br />None. <br /> <br />MEMBER ITEMS AND REFERRALS TO STAFF <br /> <br />Commissioner Cortina welcomed all the new Commission members; stated he was looking <br />forward to a good year; stated he would like to get the surf contest going by placing it on the <br />next agenda; and stated he would like the Youth Commission to get involved with the South Bay <br />Youth Project Late Night Sports Program. <br /> <br />Staff Liaison Bacon stated that he is going to be a volunteer surf coach at South High in the fall <br />and would like to promote the surf contest there. <br />Minutes <br />Youth Commission <br />August 5, 2004 <br />Page 1 <br /> <br /> <br />
